ADB Approves $125 Million Loan to Enhance Assam’s Urban Services

The Asian Development Bank (ADB) has sanctioned a $125 million loan to the Government of Assam to modernize and expand urban infrastructure across six cities under the Assam Urban Services Improvement Project (AUSIP). The approval, announced on September 3, 2025, aims to improve water supply, sanitation, and urban mobility while strengthening municipal governance.

Project Components

  1. Water Supply Enhancement
    • Rehabilitation and upgradation of source treatment plants to increase potable water coverage from 65% to 90%.
    • Installation of 150 km of new distribution pipelines and 25 km of leak detection systems.
  2. Sanitation Infrastructure
    • Construction of decentralized sewage treatment plants with a combined capacity of 20 MLD (million litres per day).
    • Community-led total sanitation campaigns and household toilet subsidies to achieve open-defecation-free status.
  3. Urban Mobility & Roads
    • Upgrading 100 km of arterial and feeder roads with proper drainage, pedestrian sidewalks, and cycling tracks.
    • Intelligent traffic management systems (ITMS) to optimize flow and reduce congestion.
  4. Municipal Capacity Building
    • Strengthening city-level urban local bodies through professional training programs in asset management, financial planning, and citizen engagement platforms.
    • Implementation of e-governance modules for property tax collection and grievance redressal.
